What does this measure?

This spreadsheet provides a detailed overview of various debt types across several counties, including Orange, Dutchess, Putnam, Rockland, Sullivan, Ulster, and Westchester. For each county and debt type, it tracks the beginning balance, any prior year adjustments, new debt issued, debt paid in the fiscal year, and the ending year balance.
