What does this measure?
This table provides a comprehensive overview of revenues, expenditures, and debt data for each of the Mid-Hudson counties. It includes population and land area for context. The data compares 2014 to 2024.
Summary Statement
Westchester County has the largest population with 1,004,457 people. Orange County has the second largest population at 401,310 and a significant land area of 811.7 square miles. In contrast, Sullivan County has the smallest population at 78,624, despite having a larger land area of 968.1 square miles compared to other counties. Rockland County has a population of 338,329 within a relatively small land area of 173.6 square miles.
In both 2014 and 2004, Westchester had the highest revenues and the highest expenditures, followed by Orange County. Conversely, Putnam County has the lowest revenues and expenditures. In 2024, only Rockland and Westchester counties had positive balance sheets, at 3% and 4%, respectively. All other counties show a negative balance with Putnam County at a high with -9%.
As expected, all counties collected more in Sales and Use Tax in 2024 than in 2014. Sullivan County had the largest increase at 56.4% while Rockland and Dutchess counties saw the smallest increases at 32.2% and 33.7%, respectively. Ulster and Dutchess counties saw a reduction in Real Property Taxes and Assessments, while Westchester and Orange counties saw the smallest increases at 5.9% and 6.6%, respectively. Sullivan and Putnam counties were the highest at 21.5% and 24.4%. In Orange County, General Government expenses were the highest of all expenditures at 31.9%, followed by Social Services at 19.6%. Employee benefits stood at 11.2%, ranking third.
Total Expenditures and Other Uses grew the most in the 10-year period in Putnam County at 33.1%, followed by Ulster (32.5%) and Dutchess (32.4%). Rockland County saw the smallest growth in Total Expenditures and Other Uses at 20.6% followed by Orange at 28.3% and Westchester at 29.0%.
