Children in Foster Care in the Hudson Valley
What does this measure?
This table measures the rate of children in foster care per 1,000 children aged 0–21 in counties across the Hudson Valley, including Orange, Dutchess, Putnam, Rockland, Sullivan, Ulster, and Westchester, as well as the New York State average. The data spans over two decades, from 2001 through 2023. It tracks how foster care rates have changed over time in each county, along with the percentage change over two intervals: from 2001–2004 to 2011, and from 2019 to 2023. These trends help assess the effectiveness of child welfare systems, shifts in family stability, and the social factors influencing why children enter or exit foster care.
Summary Statement
The rate of children in foster care across Hudson Valley counties declined from 2001 through 2011. New York State overall also followed this downward pattern. After 2016, however, the trend became more varied. Orange and Westchester Counties continued to see declines, reaching some of the lowest rates in the region by 2023. In contrast, Putnam and Sullivan Counties recorded increases, with Sullivan holding the highest regional rate in 2023. Meanwhile, statewide levels have remained relatively stable in recent years. Overall, the most recent data highlight both continued declines in some counties and increases in others, reflecting a mixed trajectory for foster care trends in the Hudson Valley.
