What does this measure?
This table shows the number of operational cannabis dispensaries in each Mid-Hudson county, the percentage of cities, towns, and villages in the region that opted out of allowing one or more types of cannabis business, and the total dispensary revenue reported for the Mid-Hudson. Data reflects Orange, Dutchess, Rockland, Sullivan, Ulster, and Westchester counties, with additional context on opt-out rates across municipalities.
Summary Statement
As of the latest April 2026 data from the Office of the New York State Comptroller (OSC) and the Office of Cannabis Management, the Mid-Hudson region's adult-use cannabis footprint has grown to 79 operational dispensaries. Within the Hudson Valley subset of this region, Westchester County holds the highest concentration with 22 dispensaries, followed by 12 in Dutchess and 11 in Ulster. Rockland County maintains one of the lowest counts with 4 operational dispensaries. Despite this ongoing retail expansion, a significant share of municipalities initially opted out of allowing cannabis businesses—including 74% of towns and 73% of villages, compared to 24% of cities. Driven by this growing market presence, total adult-use cannabis tax revenue distributed to local governments across the Mid-Hudson region has reached more than $13 million
