What does this measure?

The NYS Department of Environmental Conservation issues SPDES permits to control the quality and character of wastewater and storm-water discharges in accordance with the Federal Clean Water Act. The chart measures SPDES (State Pollutant Discharge Elimination System) violations across facilities in Orange County over the past three years. Besides listing the facility, inspection counts and the number of quarters in which the facility was found to be in noncompliance with water discharge regulations is displayed.

In contrast, several other sites, including industrial, commercial, and logistics operations in the City of Newburgh and the Towns of Chester and Montgomery, had fewer or isolated violations, reflecting varying levels of adherence to SPDES permit requirements across the county.
