Fiscal Stress in Municipalities/Counties
What does this measure?
This indicator tracks fiscal stress levels in Orange County municipalities between 2022 and 2024, as reported by the New York State Comptroller's Office. Fiscal Stress scores are based on financial indicators, including budget balance, debt, cash flow, and operating deficits. Municipalities are categorized as being in significant stress, moderate stress, susceptible to stress, or no stress. An environmental distress rating by the NYS Comptroller is a component of the Fiscal Stress Monitoring System that evaluates factors largely outside a local government's direct control, but which can impact its long-term financial health.
Summary Statement
Between 2022 and 2024, most municipalities in Orange County reported little to no fiscal stress, with many scoring 0%. A few municipalities experienced higher scores in 2024, including the Town of Tuxedo, with a score of 35.0, the Village of Greenwood Lake (34.6), and the Village of Highland Falls (24.2). However, only the villages of South Blooming Grove (56.7) and Washingtonville (63.3) were designated as municipalities with Moderate stress. The City of Newburgh (33.3), the Town of Montgomery (20.0), the Town of Palm Tree (56.7), and the Village of Kiryas Joel (43.3) all had relatively high Environmental stress levels. On a County level, all counties in the region have experienced little to no financial stress between 2022 and 2024.
