Children Reported as Abused
What does this measure?
This indicator measures the rate of children ages 0–17 reported as abused or maltreated in the Hudson Valley. The data is expressed as the number of unique children per 1,000 in the general population who were reported to child protective services in a given year. Each child is counted only once per year, even if involved in multiple reports. The terms “neglect” and “maltreatment,” while often used interchangeably, have distinct legal definitions under New York State law. This metric helps assess the prevalence of child abuse and neglect and monitor trends over time.
Summary Statement
Rates of reported child abuse and maltreatment have generally declined across most Hudson Valley counties between 2007 and 2023.
Orange County decreased from 10.5 per 1,000 in 2007 to 8.7 in 2023.
Dutchess County dropped significantly from 15.9 to 11.4, and Ulster County from 18.5 to 11.4.
Sullivan County, while still the highest, fell from 28.6 to 20.4.
Westchester County saw a notable decline from 10.3 to 5.5, the lowest rate among the counties in 2023.
Rockland County is the only county with an increase since 2015, rising from 3.1 to 4.2 in 2023.
Overall, most counties reached their lowest rates in 2023, indicating progress in addressing child abuse and maltreatment
