What does this measure?
This indicator measures whether municipalities in Orange County have an adopted Comprehensive Plan, the year it was adopted and when it was last updated. A Comprehensive Plan is a long-term policy document that guides a community's vision for future growth, land use, and development.
Summary Statement
The data shows that most of the municipalities listed have a comprehensive plan, with various years of adoption and updates. The spreadsheet notes that a few towns, such as Chester and Newburgh, have recent updates or are in the process of a new update for 2025. New York General City Law §28-a and Town Law §272-a, municipalities are encouraged to keep their comprehensive plans “at the level of current community needs”, meaning they should revisit and revise them when growth, infrastructure, or environmental conditions change significantly, typically every 10 years.
